Moreover, competition is affected by bureaucratic obstacles, corruption, abuse of power and a pronounced lack of capacity in public administration. Protests are organized by indigenous, LGBT or other civil society groups against corruption and the violation of human rights. Violators face penalties of one to three years in prison and possible suspension of their professional licenses, but the government did not effectively enforce the law. A notable exception is Libre, the second largest group in parliament, which advocates a form of “21st century socialism” and is thus somewhat ambiguous in terms of the BTI’s goals of economic transformation. The law does not permit active members of the military or civilian security forces to vote. Arbitrary Arrest: The Public Ministry reported 19 cases of alleged illegal detention or arbitrary arrest as of September, and the National Human Rights Commission of Honduras (CONADEH) reported 80 cases of arbitrary or illegal arrests by security forces.
