No new members were admitted for the next few decades. The organization holds a philosophy that it is a conference, not a congress, as it enacts no legislation and only regulates its own meetings. I've not met or known of any white women who were members of NPHC sororities however I"ve met (and am sisters with) plenty of black women who are members of NPC sororities. The National Pan-Hellenic Council (NPHC) is a collaborative umbrella organization composed of historically African American Greek-lettered fraternities and sororities.The nine NPHC organizations are sometimes collectively referred to as the "Divine Nine (D9)".The member/partner organizations have not formally adopted nor recommended the use of this term to describe their collaborative grouping. On April 16 and 17, 1891, the Kappa Kappa Gamma sorority invited representatives from six other sororities to gather in Boston. From 1915 through 1926, the NPC and AES operated chapters in the same colleges and universities. The National Panhellenic Conference provides guidelines and resources for its members and serves as the national voice on contemporary issues of sorority life. There, the sisters discussed recruitment methods and many of them became fast friends. In addition, the NPHC also works with local council affiliates to better their members, campuses, and communities around them by addressing social issues. The purpose of the National Pan-hellenic Council, as stated on the organization’s website, is to promote “unanimity of thought and action as far as possible in the conduct of Greek letter collegiate fraternities and sororities, and to consider problems of mutual interest to its member organizations.” Just like the National Panhellenic Council (NPC) and the North American Interfraternity Council (NIC), the NPHC became an umbrella organization that governed member organizations through unanimous resolutions agreed upon by affiliated organizations. Throughout its early years, the NPC organizations were often racially and religiously segregated and rarely admitted Jewish, Catholic, or minority ethnic members, which led to the formation of group-specific sororities which attempted to provide the same social and academic outlets to groups who were otherwise excluded from membership. This was an important step to the spirited cooperation we have today.The members were concerned about recruitment – allowing competition, but making it fair for all. As the landscape of higher education changes, the National Panhellenic Conference (NPC) continues to be committed to protecting sorority. The first, adopted in 2001, encourages local chapters and council affiliates to promote social intervention for at-risk juveniles, and to promote community awareness and involvement in the juvenile justice system. Created in 1941, it had the AES, NPC and the Professional Panhellenic Association as members.. In 1917, Pi Kappa Sigma and Delta Sigma Epsilon joined the association, followed by Theta Sigma Upsilon in 1925, Alpha Sigma Tau in 1926, and Pi Delta Theta in 1931. With World War II passing into history and a great economic boom period beginning, new opportunities were emerging.  Though the NPC created a Gender Identity Study Group to examine potential legal consequences, they concluded that legal precedents were "incomplete, inconclusive, and inconsistent," and did not enact official policy or recommendations. The College Panhellenic meets weekly with delegates from each sorority to discuss events, provide updates, and share pressing issues affecting the sorority community.
